Mysterious Mane Plaiting

This appeared recently in our local police crime report:
It has been reported to us that a Welsh cob pony has had its mane plaited overnight. We have, over the years, had several reports of horses found with their manes plaited, although we have never had any reports that the horses have subsequently been stolen.
There has to be a story in there somewhere...

    This is a crime? The police should be looking for eleven year old girls wearing pink and carrying drawing pads filled with horse and pony pictures.

    How strange. At least the horses aren't being stolen or (I shudder to think about it) injured or killed later.
